I know what you mean... but I can't remember what it is called either !!

The captive nuts which hold the doors on a 90 (in the A-pillar) are very similar.

Hmm.. now, I thought that was one of the 'half-twist' fasteners where you fix a 'receiver' to the panel (with a bit of wire across the middle) and you then have a fixing which clips to it.   (This would be easier with pictures :-))
