Can someone identify this pipe for me?

Hi I'm trying to sort out a misfire in my disco (3.9 V8 engine) so while checking for splits in hoses I've found this one that seems to go nowhere...
this is a thing down there which the blue pipe connects to and there is a connector with nothing on it. Should this non connected pipe be joined too? (sorry for the non technical description) This is right hand side of engine bay at the front under where the jack should be, as you're stood looking at it.
Any help would be great..
In fact if there are any v8 experts in the Stoke area who want to play with my engine ;)

On my RRC there is a vacume reserviour located there. Its connected to the engine manifold to create the valcume and is used to operate the actuator working the fresh air/reciculate flap on the heater unit under the dash. To look at it was a spherical object with connectors for 2 small hoses to push onto.
I take it one of those pipes was from the engine. Does the other one disapear through the bulkhead to under the dash?

yes, the blue pipe runs up to the back then t's off, one part to the throttle assembly the other part carries on as you say through the bulkhead, I presume this is something to do with the cruise control? The black pipe with one end not connected is going to a thing between the washer bottle and the air box (again apologies for lack of terminology)

Could it be the washer pipe for the front lights?

no it's not actually connected to the washer bottle, I'll get a picture, been trying to find it in the haynes book so I can give the name for it but no joy...
Ok my mystery black pipe goes to this thing in the middle of the picture with the screw, this is located between the air box and washer bottle.
So I'm wondering if the other end should indeed go down to that vacuum reservoir or if it should just be as it is not connected to anything?
