The local Roads Policing Unit would love to know all about him. From what I recall from my time in Norfolk Plod, there may be an RPU at Kings Lynn or Swaffham.
As Paul said, Crimestoppers is the best way. :police:

I phoned up crimestoppers recently and will never call them again. extremely rude in thier tone of voice and said things in an agressive / cant be bothered with you manner.
In the end THEY hung the phone up on ME.
Next time I will just phone my local police station.
