Can you drive it to a "local" DVLA office for taxing purpose??? Not that ours is very local, being 46miles away and I cant tax at a post office as I've lost my V5 and changed my address......

No, because DVLA local offices do not do tax disc renewals.
However, if you need a DVLA inspection (e.g. for an imported vehicle) then yes you can - providing the inspection is pre-booked (which it will be). A friend of mine quite legally drove to the Oxford VRO with no tax, MOT or registration plates - but he had insurance.

Local offices do tax disc renewals, as that is where I was told by the DVLA to send the forms to...... And Ive used one in Edinburgh before when Ive had to change tax class and get a disc at the same time.......

That's changed then - last time I was passing and dropped in they couldn't do it and pointed me to the Post Office instead :?

Depends on what inspection it needs. Read the small print on the appointment lettter. Mine stated if no tax/mot and was not carried (trailer or transporter) or display trade plates, the ttest would be refused
