Two points here....
Is that not down to observation skills which, IMHO, is the single most important thing to learn when driving? I think you will find the UK Police driving training is based very much around observation and dealing with situations appropriately. That may include not signalling when it is unnecessary. The theory being, the fewer things you *have* to do, the more your brain can concentrate on the important things.
And.....
Signalling is an only an aid to other drivers. Those drivers should be able to drive without the need for other people informing them of what they are about to do. And nobody should assume that just because a driver is signalling that he/she actually is going to make that turn.
As I say, I don't think signalling has any bearing on how safe a driver you are. It's only there as a courtesey to other drivers. However, I do strongly believe in courteous driving so I signal on every occasion where it may help other road users.
