That link has surely answered all the questions? It is illegal to have a excessively tinted windows and it gives a reason why it's not a testable item at MOT stations.

You'll find that window tinters will have the important words on all documentation - something like 'For show use only' or 'It is the responsibility of the car owner'. Same applies with show number plates and black visors on bikes.
