This sounds like the idea for a joint European task force that has been rumbling about for some years. It'd be like NATO but between EU members. State forces wouldn't be merged but would take part in joint operations. As our forces are already controlled from Washington DC I don't really see what all the fuss is about.

from what I recall, our Gallic cousins pulled out of NATO at the early stages, as they didn't want anyone else having control over what they did. Funny how times change.

Maybe a return of the Armed Merchant Cruiser concept? There's plenty of demand for good quality tonnage, ships could be chartered to civilian operators when not needed for RN operations. You would need a bit of advance warning to bring them in, bolt the weapons on and swap the crews over but they'd be earning money for the rest of the time, rather than sitting in harbour unused.
