Have you thought about recycling the water back into the pump so that you can minimise tha amount of water carried as ballast?
Not sure how you could do it and it would depend on the flow rate of the pump, but encasing the wheel would keep the crew dry and collect the run off. Only issue then is feeding it back into the "fuel" tank. Course... if the "fuel" tank was below the wheel then it would naturally flow back in... but getting the power to the axle might mean some fancy propshaft work!

If you can cellect as much of the water fired at the turbine as poss, then reuse it, that'll reduce the amount you need to carry.

you could put a sump under the water wheel and use the cooling pump on the engine to cool the engine and pump the water back to the tank at the same time...
