Find out when it was altered. If it was recently it may well need SVA. If it's been like that for a few years, it won't. Vehicles modded before the changes in regulation aren't liable, and can keep tax exemption.

So what is this magical date when the rules were changed? (evidence please).
How do you prove when the vehicle was modified?
Loads of people seem to want to know the answer to this so maybe if someone could prove it, with references; it'd stop all the accusations of illegal motors once and for all.

I can see a time coming when older cars will get hammered too though, every year it doesn't get done means it's less cars that are still on the road I guess but if everyone starts running older cars then they'll jump on it.
We have got a war to pay for after all!
