Front fog lights

Why do people who have front fog lights on all the time when it is not even fog arround is it they cant see where they are going or just plain idiots there should be a huge penelty of a min £1000 for not using them at the right time  and same for the rear fog lights plus 6 points

To be honest, the rear fog lights annoy me more. Especially those "special" people who leave them on when it's not foggy, or in the dark, or after something has come up behind them.
