hard to soft top, seat belt mounting

As previously stated, the NATO type hoop is nothing more than a heavy-duty hoop-stick (even the later one with the diagonal) as even with all the correct mounting brackets they still don't have a direct fixing to the chassis. If you intend getting a proper hoop in the near future then don't bother with one as like you say, they are quite pricy for what they are.
Having said that I have two of them on my 90 soft-top, the later one with a diagonal sitting in the normal position and an earlier one without the diagonal mounted back-to-front at the rear of the tub. I can't offer you that one i'm afraid as I ground all the brackets off it and sold the fitting kit.
You could try to pick up a genuine seat-belt bracket, it sits across the centre bulkhead and provides the mounting points.
If all else fails just buy a pair of new 2-point inertia-reel seat-belts that do away without the upper mounting. They are what used to be fitted to soft-tops (including LR's) when no upper mount was available and are perfectly safe & comfortable. Securon are just one manufacturer and they are about £30 each brand new, the same model as is used in cars like MGB's etc. I had a pair of new ones but sold them a year or two ago.

only thing with 2 point is in a slow round town type shunt, you smash your face on the dash still. safety has to be no1. you can buy a new landy, but not if your knackered.

Why do you smash your face with a 2-point mounting? I am not refering to a lap-belt but a correctly mounted 2-point reel.
The reel mounts behind the centre-bulkhead and the belt runs over your shoulder. It is exactly the same layout as fitted to 95% of all coupe sports cars (including current ones) and is/was the standard method of mounting inertia-reels on LR's if no upper mount is/was available.

must be missing the point here, yes i origionaly thought you meant a lapbelt, but what you describe, might as well be a standard 3 point then, they are better afterall.
