If you were sensible you would not want floods. Floods disrupt daily life, ruin peoples property, kill crops, cause damage and disrupt business and logistics. Are you really sure you WANT flooding?
It also can also cause power outages, and I see from earlier that you suffered the worst type, a brownout.

Obviously I dont want the type of flooding that damages lives, but I live in a very rural area and this time of year there arent many crops in the fields and takes a good few minutes to drive between village to village. So a little to streem to burst its banks onto a road would be nice, or even if water settles in the bottom of a dip where an old railway line used to go and the road dips down under the old bridge nowhere near houses or crops, but for it to damage someones lives I wouldn't wish on anyone, not even my worst enemy.
