Iv'e seen floods like that in south oz they seem to come from knowhere.
One minute it's a dry creek bed the nexted you have to get out quick .The force of the water is un real.

According to the text when the 'window' is opened, it states;
Flash Flood in Kellick Creek at Ringwood Road Crossing 10 miles south west of Merriwa, Upper Hunter Valley, NSW, Australia.
