to increase to boost on a turbo you need to shorten the rod from the actuator like you say wind the rod in this puts more tension on the wastegate in turn holding more pressure.

i use industrial degreaser also
i then dry it out the best i can with a air line then refit  the cooler but leave to top hose of then let the turbo do the rest for me

if you can, plumb the boost guage in at the inlet manifold and leave it there perminant, there great to keep a eye on how well your turbo is living, it also give's you the proper inlet pressure for the whole intake system on the pressure side of things

not the pressure at the turbo which doesnt read true
