Hmm. It has probably been modified because it does not have 30mA RCD protection on the 110V and 230V outlets.
Did it come with its earth stake and connecting cable? This is essential that this is used every time the generator is used for 110V or 230V.
It won't be difficult to fix, but RCD protection is required to be fitted.
If you would like me to look at it for you, let me know. I am in eastern Leicestershire.

Joe90, thanks for the input Joe, did what you suggested and terminal 4 connects to terminal 1 when switched to 230v, 5 to 2, & 6 to 3, so 1 2 & 3 relate to 230v socket and terminal 4 connects to 7 when switched to 110v 5 to 8 & 6 to 9 so 7 8 & 9 relate to 110v socket.

SimonHarwood, cheers Simon, no it didn't come with earth cable and stake, I was planning on using an old piece of cheap/thin jump start cable and an old fishing kit bank stick (as per rod rest/keepnet stick) as a ground if that would be OK, you also have a PM.

The fact is :-
A) You need a volt/multi meter
B) Get someone who is qualified to test it/connect it.
C) Unless the cables have the numbers on them somewhere YOU wont have a clue where they come from or what voltage they are.
D) Someone has really butchered the connections.
For yours and other peoples saftey get it 30ma protected with the correct cpc size and proper earth stake and a test certificate on the rcd to make sure it disconnects correctly.
This isnt a toy it can KILL !!!!!!

You may find that your local hire centre will fix them someone like HSS who deal. We send alot of our Kit via Travis Perkins for repairs and testing........
