its illegal to have a lamp fitted and not working!
as long as they are aimed correctly then cannot see a problem.

Any headlamp wired into the headlamp switch/circuit must be aligned as per MOT requirements. If two are on a seperate switch, then they may be classed as spot lamps.

I'd say technically yes...

Most people set them as Spacemud has, and just use the centre ones to flash. According to what I've read elsewhere, MOT and Construction and Use regulations apply. Neither say you can't have both lots of lights wired up...
Must be in pairs though, and the outer pair must work when dipped beam.

If you understand this second link, I'd say you want to start a profession in the law industry.

Personally, I would re-wire the lights onto relays so that:
The outer pair work as normal (except from a relay)
The inner pair are switched to also work as normal (if lights on giving 4)
When switched, the main beam would also work all four.

It would involve two standard relay circuits as if you are upgrading to halogens, except the second cicuit for the inner lights would be switched.

Having the inner pair switched would mean you could turn them off you have an MOT tester that mis-interprets something, or a roadside stop or something.
