In actual fact probably more along the lines of Zaphod in the hitch hikers guide to the galaxy who was galactic president, who job it was to divert the public attention away from the the people who are really running the galaxy.
The leader we vote for is the one the media best persuades us is right. Which begs the question who is really running the country
