I get very uncomfortable about cheesewires (brush cutters) left in place whilst driving on roads.
If you hit a pedestrian they wouldn't stand a chance, and there's no reason to leave them in place unless actively laning at the time.
I can't believe the insurance company wouldn't instantly invalidate their cover as well. You might as well have chariot-style knife blades coming out of the hubs.

surely driving down the m6 isnt classed as an rtv or cct so why have the sticker there
