I bet god put it there as a way of highlighting that the bridge needed repair. (I figure he was [!Expletive Deleted!] drunk and didn't see the fact that he bridge was closed for maintinence anyway)

It's an underbridge unit from EPL, they won't be very happy as there aren't very many of them that size in the country.  My guess would be a faulty handbrake.
