No such thing... or rather... there is no distinction between shoot to kill and anything else... every time a trained firearm user (police, army etc) pull the trigger they are aiming at the "Centre of Mass" generally about the sternum or belly. That way it maximises the chance of a hit.
Deliberately shooting someone in arm, leg, or head is for Hollywood or "Coup de Grace" in SAS assault.

The Government?, ACPO?, or a group like 'Liberty'
it's a good bet that the Police Federation, the 'bobbies on the beat', etc..... haven't been consulted??
