Police not interested in an uninsured/unlicensed driver

Just been talking to a friend, and I can't believe what she has told me.
She (lets call her Sue) knows of a woman who has never passed her test, but drives on a daily basis with her children in the car, which must also mean she is uninsured.
Sue decided to do the right thing and tell the police.
Nothing happened, and the other woman continues to drive her car.
Sue chased the police up, to see when and how they were going to deal with it (Sue had already told them times and dates of where the woman will be driving and details of her car, so all they had to do was to be there).
Guess what, they are not going to do anything about it! Why? Because "they don't have the resources to deal with it" or doesn't Sue know that "there are drunk drivers out there who are higher priority". They even suggested that Sue was lying about her just to cause her hassle from the Police!
If anyone out there knows a way to get the police to actually do something about this, before this woman kills someone, please let me know!

Tell them that she is drunk as well? She doesnt necessarily have to be when they catch her or anything.

But why does she have to lie about it for the police to take notice? And how can Sue say the other woman "will be drunk at 8:30am every morning while taking the children to school"?

I think that dvla have a department that deal with this
