Never heard of that, do you have a link? Public is, by definition, public!
You can take a photo of anything, public or private as long as you are yourself in a public place (with the exception of certain MOD places etc).
I've worked as a photographer and TV cameraman for more than 20 years.

I was sort of standing on the grass beside the pavement to get a better angle for the pic, but I did walk through the forecort.

Apparently I may have been misled I signed a petition on the Gov's website calling for this bill to be scrapped. Having just done some research after reading your post I have found out that apparently the government never had any intention of introducing the bill anyway and the petition was put up by some numpty who had been ejected from a sports field for taking pictures of young children playing rugby. Even though he had no kids of his own and the parents at the match thought he was a bit weird.

Well i've heard this from a few people mainly those who involved with there hobby taking photos.
I do travel by train a bit, not long ago an elderly bloke quite harmless was told by rail staff to stop taking photos on a station platform, did'nt half wind others up as the station in wales had been smoke free from April yet on the same plateform kids were smokeing quite freely.
Few including me got involved and told the staff to get off his back and pick on someone who were clausing newsance and breaking the law, the staff backed off but rang the plods, they never turned up in time or might of done as the train we wanted turned up
Did check up on this with a rail watchdog, seems there is rail bye laws which prevent photo takin on rail property, nor is it in a "public place" but covered under its own laws and bye laws.
