Energy absorption, yes they hurt like anyone's business but they do tend to absorb enough of the energy to make it no more dangerous than being hit by a car without a bullbar ...

we have footpaths and pavements for people and we have roads for vehicles..

If pedestrians use there eyes, ears and common sense then they won't get hit!!
