I think it's more an "all this information is readily available on the Internet if people spent 20 seconds looking for it" kinda thing.  :D

To be fair I think it's a culture thing.  If I want to find out something I want a quick answer so I spend a minute googling it and get the answer;  if I'm stuck then I ask.  I guess some people prefer to ask others and wait for the answer.  The reason the FAQs are there is because some Questions get Asked quite Frequently and it was easier to put up a FAQ than to answer the same questions every time.
