Like the article says, unlike real criminals we are likely to pay up, so the govt has introduced yet another stealth tax.

I've got a really novel idea.
How about anyone who commits a crime, e.g any crime of involving violence, theft, drugs, or a crime which causes harm to another person or damage to property, first of all goes to prison then gets fined and the money that they get fined (or assets seized) goes towards the victim?
What a really radical idea!
I also have this other great idea which is called a wheel!

I mean it isn't really that hard. It goes back to saxon times where the perpatrator of a crime was judged and a fine was levied on him to pay to the victim.
Simplicity in itself.

Typical - just make the motorists pay more.

Next speeding ticket i might have to contest and sue the govournment for allowing me to buy a car capable of breaking the limit.
