horn not working

If the wipers are slow too then it sounds like a poor earth.  But I suggest you track it as per my post above.

UPDATE

still no joy have used multimeter and have power upto horn
relays clicking there little clickers off
changed relay and horn still nothing

might have to strip the lot and start fresh

Does the horn have its own earth?

If you have power to the horn try another horn onto the spade and earth the horn to the battery

The other thing maybe you have 12v but low amps coming out the feed wire
