Years ago in Milton Keynes shopping centre parking was free and there was plenty of it. Not like that now, I see from my last visit. However if cars were not parked in a bays, i.e. obstructing access to pavements or parking in disabled bays without permit the cars were clamped. The money raised went to Shopmobility, providing facilities for disabled shoppers. Seemed a nice idea, better than some rouges out to make as much money as they can. I do not know if they still do it.

CJ:
he he...

I was at our local vue cinama, i parked on the paving out the back as there was nowhere else to park, came out after to find some plonker trying to put a clamp on a 35 inch tyre !

Knowing an someone from Irland hows into trucks, i've heard quite a few stroies of dublin clampers foolish enough to stick car clamps on lorries

The clossest i've been to getting fined was parking out side a chippy whalst a passager went in. The second vehicle to pass me was a cop van and i happed to be half on double yellow and half on white zig zag #-o.

Yes sir
Sorry sir
I'm gone sir

Being late at night (they were probably on the drunken yob patroll) i got away with just a warning. I think they were a bit surpriesed that some one was being polite to them at that time of night.
