I think you are correct.

Although the reaper says "rear" of truck they could mean the rear body.
Neither can I see any wheels.

I would guess that it was extended at the time too.

Hmm, an elderly driver ran into the back of it.  Probably couldn't see the tipper in front at all, let alone the slightly different appearance.

They are a nightmare though.  I'm not sure what it's like in the rest of the country but they are dropping like flies here and causing all sorts of carnage on the roads.

It amazes me that no one seems to mention them in the same breath as road safety.
