Put them in the stocks? That is outrageous! Not tough enough! How about a ducking stool? Far more effective!
I have to say that I am a great believer in certain bits of the American legal system.
The great unwashed would soon stop causing injury and grief if they were working in chain gangs at the roadside.

yea good idea, hard labour on the roads would be good for them...and us as we would actually get decent roads to drive on.
