Maverick Pre-heaters

Hi, I have recently bought a 1994 Maverick 2,7 Td.When trying to start it the glowplug light  goes out almost instantly.
The engine will start if I am lucky but only after churning at the starter for several seconds. It seems as if the pre-heaters are closing much too soon .
Any ideas anybody ? Please !!
