If you've got a split in the diaphram then it will keep the fuel delivery to the injectors at it's minimum level. So as you put your foot down, no extra fuel is getting through.
The diaphram uses a vacuum from the turbo to raise it and increase the fueling, with a split this won't happen and thus you get poor performance.  :(

The injector pump is a Bosch VE pump and there are a few diesel engineering places in your area that should be able to help.
Go onto the Bosch website (Here) and click on the dealer locator at the top.

the boost pressure pushes the dia phram down tus giving the increase in fuel when on boost

Advertised in the CC&C magazine this month was a gadget for boosting underpowered old tired diesel engines. It cost a stagering £300 but the CC&C claim it boosted thier car at least 20bhp and 30nm torque. They said the differenc ebetween with and without it was huge. Without it they struggled up a hill with a caravan and then with it they flew up the hill in 5th gear and over took lorries. They say there should be a marginal decrease in fuel consumption but down side is emissions are slightly higher.

the gadget is called the PSI powerbox and made by Lotgrace trading based in somerset.

If you want the article I can email it to you. Just pm me your email address.

That'll be from these people then?

Only problem is, they only list for a TD5 and that's over £500!
