The bit that 'gets me' is the fact that the judge said a restored car is OK, but not before it's restored..... err, excuse me, but please explain how anyone can restore a car without it being unrestored at some point.
I suspect it would be OK if the vehicle is stored on a sealed surface because that is the relevant part of the act. No contaminent is allowed to have access to the soil. It's why so many breakers yards have shut down. They would have to concrete their entire site.

What about the driveway? That's on concrete and tarmac in many cases. Would that be allowed?
