ford maverick/nissan terrano increasing tickover

funny:
I have a problem with my 2.7 td ford maverick!,on startup tickover is a constant 750 rpm, when it is warmed up it is up to 1050rpm .
It is annoying more than anything else but I dont know how to alter it.
The throttle stop seems to be seized as it will not undo even after threats. pleading and even spanners being waved in its general direction.

any sensible comments on how to get over this please.

i have a choke lever on mine that i adjust to make it tick over where ever i want i would of thought these were standard
