Or possibly the runners have seized. Try sitting in the back with the seat tilted forward & give them a good push with your feet??

They slide backwards and forwards fine......in fact they slide backwards right off the runners and come loose....but they definitely don't tilt...

I reckon someone stuck some four dor seats in it when they bobbed it now y'know
