After a brief Google search it appears to me that this act applies to the USA. It would be worth checking whether it also legalises this method of obtaining music in this country.

Some facts

In the UK up untill last week it was NOT legal to copy/rip music that you have purchased, this is myth but the record companies have realised its futile and backed down on it.

AllofMP3.com is subect to legal action. Although the site may be legal in russia (which is doubtful) the site IS illegal for almost all countries outside the UK.

P2P (Emule/Edonkey/Kazaa/WinMX/Gnutella) obtained MP3s are only legal if the artist has released the recording to the public domain.

Take a look round the Internet for the law regarding copyright etc.

It's questionable whether it's legal over here.  The recording industry say it rather blatently isn't, and since allofmp3 do not have distribution rights for the copyrighted material (certainly in this country) they do kind of have a point.  

Contrary to popular belief you don't actually have a right to copy tracks or make a backup of your CDs, however as rich has said the UK recording industry have recently announced that they will not persue anyone for doing this.

The reason it's all a bit of a grey area is because there are a *lot* of laws covering it, there is not only copyright law (which is complicated enough, and given that the copyright is usually held by the musicians it's not even consistant from track to track) but there are restrictions on transfer of media and arguably a dozen other laws.  

Luckily prosecuting individuals is prohibitively expensive, however, I wouldn't count on that for legal immunity.

At the end of the day, buy the CD, it's easier :)
