Well not according to the bloke who just passed mine.
I put on a winch bumper just before the test and we got talking about the best place to put the reg plate, Mr mot recons he can only advise me to have one, and that he wont fail the Disco if it wasnt there.
He also said if you do have a reg plate it can go anywhere on the front solong as its visable.

I suppose its a case of not all testers can be expected to know everything.  I spoke to a tester at work today who said if it has a back it must have a front.  He said he cant fail if it doesnt have any no. plates at all he just has to write not displayed on the mot certificate.  
So which one of them is right?  Who cares! ;) :D

it can only have no registeration plates if it is a unregistered vehicle, if its registered it must have plates on the front and the same on the rear.

I thought only the Queen was allowed to have a vehicle with no rego...

I would think there are genuine reasons though such as just imported into the country and awaiting the not so quick dvla to send paperwork back?
