On the whole I have found your average cop just isn't that hot on what is and what is not legal.
Few years ago me and Bob got pulled leaving a bike rally and the bike cop went over Bob's chop with a supposed 'fine tooth comb' it certainly took him half an hour in bl***y cold damp weather.
He gave Bob a rectification notice for faulty front forks, as he reckoned the oil seals had gone and there was far too much play in them which was a load of nonsense.
He failed to spot - the exhaust held together by a trent beer can and a couple of jubiliee clips, the missing horn (it fell off!), the unsecured seat, and the petrol tank tied on with a bit of electrical wire.
He ignored my bike cos it was shiny and new looking.
We had the bike mot'd the day after (after fixing the genuine faults we new about) and I complained to Notts constabulary - they apologised and accepted a copy of the MOT instead of the stamped rectification notice.
