smoke and low power ??

ok guyz i have a 300 tdi 1996,  ever since i have had it, it has smoked but only when i go down hills and not all the time,  if i sit on my drive and start it up, with just a little throttle  i can make it fill the street  with whit-ish grey- ish smoke, i have had it set up by alisport  was runnin really low powered, but runs better now they   tweeked it, still smokes ??? and still feels  undr powered compared to my bro,s ( same year same motor, his is auto)  would taking the cat off make any difference ??? or any idea,s ????

My 200 tdi is the same lots of smoke on start up black though. when running up hill or driving hard smoke's as well. I have turned up the fuel pump maybe a little to much backed it of yesterday but not been anywere to try it yet.
 Do you know what alisport did to it what did they change.

Have you checked your turbo hoses??? this will make it smoke and no power!

all turbo hoses checked a million times :) alisport turned the pump  to give more power and it worked ok, but it kicks out so much black smoke now, i feel it needs to go back a little :)
