Repair work can take place any time but the dates are arranged to be before and after nesting season etc.
We've just opened up a footpath in Notts that has been changed to a BOAT allowing vehicular use. The best bit of the day was taking down the footpath sign and replacing it with the supplied County Council Byway marker.

No it shouldn't be banned, after all they are roads (just not suitable for the average car/van).
