Funny stuff snow nowa days....If they see it then thats it ppl dont go out. I remember back in the 80 when it snowed properly ppl got about fairly well. Now they grit the roads like we going to be in for a good one and thats it a light covering and everything is come to a stop..... silly

Personally speaking, I think that's a bit 'off'.
I'll ask if they require assistance & offer it freely to people like I did twice on Friday on Holme Moss in the snow.
If they keep insisting on offering money, I ask them to donate it to the NCDL, or at the very least do the 'good samaritan' act for someone they see needing help.
Of course, if they 'demand' help, that's another thing entirely & then offer recompense I'll take their money & put it in a charity box myself
