irony (FIGURATIVE SPEECH)  

a means of expression which suggests a different, usually humorous or angry, meaning for the words used:
Her voice heavy with irony, Simone said, "We're so pleased you were able to stay so long." (= Her voice made it obvious they were not pleased).
Compare sarcasm.

the best example of irony as i understand is a cartoon by a guy called Mike Peyton. i dont know if he still does but he did do cartoons in a magazine called Practical Boat Owner.

imagine the situation, 2 men sat at the back of a boat, each reaching over the back holding on to a wellyboot each.
one says to the other:

--- Quote ---its ironic, he always wore wellies a size too big so he could kick them off if he fell in

it makes more sense if you see it, but i cant find it anywhere
