Great idea I agree, but what happens when the emergency services find your phone locked ? Don't most people lock their phones?

Well yes, I lock the keys, but it's pretty easy to unlock the keys on any phone, whether or not you're familiar with it. I don't lock the phone, and besides, even if I put a PIN on it, it's always turned on anyway.
If you locked it with a PIN which you needed each time you used it, that would be a problem, but I don't know anybody who does that.

I think the point is not so much that it is something they will rely on, but more that it is another way to make their job easier. The more possibilities they have to contact a relative.
