fuel tank leak

I picked up my first defender yeaterday, a 1992 200tdi pickup, as standared as it came out the factory, and one oner from new.

It had half a tank of fuel so drove home no problem, then filled it up today.
After I filled it up i noticed fuel all over the floor, seams to be leaking out of a 30mm is pipe at the top near the back of the tank.

Dose any one knowwhat this is?

Is there a comern fault  I need to fix?

Any ideas welcomed im not sure were to start.

The pipe lets air out to the top of the filler neck as fuel goes in. Is the hose split or the tank stub? The jubilee clip may have corroded through.
