head lamp problems

My brother inlaw has a 110 with 300TDi, now for the problem

his head lamps work, but when you turn them off they stay on, if you remove the switch then they go off

could it be the relay or switch?

went to a local specialist (near ASDA in rushden) today who blankly said "i dont care i have 3 days off in a minute" wont be going there again!!!
Epsom green Discovery S1, 33" M/T on colour coded rims, 2" Lift Kit, Steering Gaurd with raised steering bars, Rock+Tree sliders, Modded front bumper, Checker plate.

If they are stuck on Main beam suspect the switch... If dipped beam suspect the Dim Dip relay behind the dash you can remove it but you need to put in a link wire..
